Special Report: As L.A. officials weighed a $72-million apartment complex, political donations flowed in

A Los Angeles Times investigation found that as developer Samuel Leung sought permission to build a 352-unit apartment complex, more than 100 campaign contributors with direct or indirect ties to Leung gave more than $600,000 to top L.A. elected officials and other area politicians. Some denied giving donations or said they didn’t remember making them, raising questions about whether someone else was the source of the money.
